Recent projects:

Recent Utah projects of note include Hill Air Force Base in Ogden, and the Dugway Proving Grounds. SES provided a range of services in these projects including: a new design/build central plant, chillers, cooling towers, boilers, lighting, VSD, energy management control systems, steam system repairs, and computerized irrigation systems and more. More than 1,466 buildings, and 13 million square feet were served, and guaranteed energy savings contracts were implemented for 20 years and 10 years, respectively.

Use of savings guarantees:

SES’s performance contracts allow clients to make major facility upgrades without any up-front capital expenditures. If energy savings do not exceed total project cost, SES will make up the difference. Savings guarantee fees depend on the level of risk associated with the energy conservation measures implemented and the savings methodology adopted. Typically, SES guarantees savings at the level necessary to cover debt service, measurement and verification, and operations and maintenance costs. Customers are not required to purchase savings guarantees as part of any services to be provided.

Financing options:

SES uses a variety of financing mechanisms to finance projects, including tax-exempt Certificates of Participation (COPs), tax-exempt municipal leases, revenue bonds, and school bonds. Performance contract project financing has come from banks, insurance companies, trust funds, and third party investors. SES has placed tax-exempt municipal financing with Oppenheimer, Inc., Koch Financial Corporation, and GE Capital, and also finances taxable transactions with its lead bank third party investors. Typically, SES arranges tax-exempt municipal leases because this allows tax-exempt clients to receive a lower financing rate. Financing terms vary from project to project, with those for higher education, school districts, and state and local governments typically ranging from 10 to 20 years.

Additional information:

SES’s accreditation with the National Association of Energy Service Companies (NAESCO) was recently upgraded from Energy Service Company (ESCO) status to Energy Service Provider (ESP) status. In addition, SES has LEED Accredited ProfessionalsTM on staff with demonstrated experience in integrated design, and SES is a Business Partner in the U.S. Department of Energy’s Rebuild America Program.
